A representative from China's Ministry of Railway says that the Ministry is taking three measures to decrease the shortage of train tickets for the Qinghai-Tibet Railway.

Due to the special features of the railway, it is unrealistic to add more trains on the railway within a short time. So the three measures will be to adjust the ticket sales in Beijing and Chongqing, and transfer some tickets to Xining for sale. Second, they will prepare to launch the Shanghai to Lhasa and Guangzhou to Lhasa lines within this year. And finally, they will continue to punish scalpers to ensure all tickets can be sold only through registered agencies.

So far, four travel agencies in Xining have had their licenses revoked because of illegal ticket sales.
