As required by the China National Tourism Administration, Xinjiang Tourism Department will check and regulate the illegal behavior of travel agencies that organize Taiwan trips by transferring visitors via another country.

According to the "Chinese Citizens Visit to Taiwan Management Rule" and "Management Rule on Mainland Resident's Going to Taiwan for Travel Purposes", any business unit or individual must not run Taiwan trips without the government's approval. In addition, CNTA has been emphasizing that travel agencies must not take tourist groups to Taiwan by going through another country.

Previously, Dalian Jingang Travel Agency authorized another two unnamed travel service providers to organize tour groups and take tourists to Taiwan by transferring them via South Korea. CNTA has punished the three parties because they have violated the relevant Chinese rules and also caused five tourist deaths in an accident in Taiwan.
