CNTA Regulates Travel Agencies Through New Rule

China National Tourism Administration has abolished an old rule regarding travel agencies' deposit and compensation to tourists and has now formally implemented a new rule called Travel Agency Quality Deposit and Compensation Standard (Trial) to better protect tourists' interests.

According to the new Standard that has been based on the Travel Agency Management Rule and the old Travel Agency Quality Deposit and Compensation Standard and many other relevant laws and regulations, travel agencies shall be responsible for compensating tourists and paying them 10% of their prepayment for breaching contracts if they delay or cancel a trip without notifying the tourists three days in advance for domestic travel and seven days in advance for outbound travel.

In addition, travel agencies shall refund the door ticket and tour guide fee to tourists and pay them 20% of their prepayment in compensation if a scenic spot can't be visited.

The new standard also states a range of measures to deal with illegal actions made by tour guides, saying that tour guides must not change, add or remove travel items on itineraries.
