According to a general plan for the Badaling and the Ming Tombs Scenic Spots, which is currently inviting suggestions from the public, tourist activities on the Great Wall may be limited in coming months.

In the plan, which is called "Badaling-Ming Tombs Scenic Spot General Plan (2007-2020)", scenic spots are divided into five categories of core scenic spot; common sightseeing area; viewing area and recovery area; environmental adjustment area; and comprehensive management and travel service area. Scenic spots like Badaling Great Wall, Juyongguan Great Wall, the Ming Tombs and Yinshan Talin have already been defined as core scenic spots.

The plan states that the maximum tourist number at Badaling and Ming Tombs should be limited to less than 53,300 daily and no more than 16 million annually.

Regarding the transportation around the core scenic spots, transport facilities that don't have anything to do with resource protection shall be prohibited at such scenic spots and no parking lots shall be built for them.

In order to prevent damage done to the Great Wall as a result of tourists climbing on the delicate areas, the plan suggests that each sightseeing area on the Great Wall limit the number of tourists and if possible entrust a professional organization to make a tourist management plan based on the principles of a four-level control.

This refers to Level 1: strictly controlling climbing activities on areas with original outlook, such as the Tubian Great Wall, Shangguancheng and Fengshui and limiting the number of tourists visiting the area every day; Level 2: limiting the number of sites that can be used for climbing for the parts of the Great Wall that are undergoing protection or repairing, and limiting the number of tourists visiting the site every day; Level 3: limiting the number of visitors during the peak hours of major holidays for such main sightseeing areas as Badaling Great Wall, Shuiguan Great Wall and Juyongguan Great Wall to prevent any damage done to the walls; Level 4: travel activities are allowed for Bangshuiyu Village, Chadaocheng Village and the Great Wall Museum and no limit on the number of visitors to these areas.
