To regulate the tourism market around the Three Gorges area, Chongqing has unveiled a domestic tour contract criterion for the area.
Wang Dingguo, assistant director of the Chongqing Tourism Bureau, said that for the first ten months of 2007, Chongqing with its 7 districts and counties have hosted approximately 10 million tourist arrivals. But the tourism market was very erratic and many travel agencies provided different tour contracts for tourists. As result, the complaints about being cheated or overcharged from consumers are increasing due to no certain tour contract criterion.
For solving this problem, Chongqing unveiled this new tour contract criterion, which will be implemented on January 1, 2008. The contract prescribes the rights and obligations, as well as liabilities, for breach of contracts for both travel agencies and tourists.
According to the new contract, travel agencies must provide the quality of service which can match the price and offer the invoice about relevant tour charges for consumers. If tourists are arranged for transferring to another tour group without their agreement, the tourists have the right to terminate the tour contract and ask for full refunds from travel agencies. As for this situation, the related travel agencies also need to pay tourists about 20% of the total charges for their violation.
