In 2007 the number of Chinese visitors to Japan exceeded the number of American tourists for the first time.
The Japan National Tourist Organization said that Japan had welcomed a total of 8.35 million international arrivals with a growth rate of 14%. Of these, tourists from China mainland increased by 16% to over 943,000; while the number of American visitors decreased to less than 816,000. The number of South Korean tourists was 2.6 million, 22% higher than 2006, and remained in first place followed by Taiwanese at 1.39 million. Mainland China was ranked in third place, followed by the United States, Hong Kong, and Australia.
Focusing on the Asia market, Japan has been cooperating with China to encourage the development of air transport between the two countries. It is reported that at least 20 new routes opened in 2007.
Viewing the tourism industry as one of its strategic industries, the Japanese government has a plan to host 10 million tourists by 2010.
