To expedite building Hainan into an international tourism island, the provincial government will introduce twenty famous international hotel management groups to the island in a bid to have more than 60 international five-star standard resort hotels on the island within five years.

At present, there are 14 five-star hotels on Hainan. The Hainan provincial government is currently taking the development of an international tourism island as one of four major tasks. As a result, foreign-owned real estate enterprises which plan to invest in hotels, inns, and resorts facilities in the province's major tourism areas will see many opportunities. According to the Hainan Provincial Department of Commerce, Hainan will strengthen communication with these companies and will provide relevant policies to assist in solving operational problems.

The province plans to focus on development of major attractions such as Shenzhou Peninsula, Haitang Bay, Xiangshui Bay, Qingshui Bay, Shimei Bay, Tongguling, Meilisha, Xinbu Island, and Maoniao Bay. These attractions have entered a period of full development and there are new projects in the pipeline with planned investment of exceeding USD2.7 billion.
