An official of the Japanese Ministry of Land, Infrastructure, Transport and Tourism announced that from October 25, 2009, regular international passenger charter flights will be available from Tokyo Haneda Airport to Beijing Capital International Airport.

Each airport will schedule two round-trip flights daily, as decided by the aviation administrative departments of China and Japan.

Haneda Airport is situated at Ota, Tokyo Metropolis, and is much nearer to downtown Tokyo than Narita International Airport in Chiba Prefecture. During the 2008 Olympics, Haneda Airport and Beijing Capital International Airport were used for temporary charter flights.
