Travel agencies in Qingdao have created a self-discipline pact to resist travel agencies from other regions from setting up illegal branches in the region.

Many have also not paid any deposit or have any fixed office. These illegal travel agencies often launch price wars by virtue of their lower costs, and because they are not fully registered, they often avoid paying taxes.

The self-disciplined pact made by travel agencies in Qingdao includes reporting the illegal behavior of those travel agencies, not cooperating with illegal travel agencies, and reporting and assisting the concerned government departments in investigating the various illegal behaviors of those travel agencies.
