According to the China National Tourism Administration, the Taiwan Tourism Bureau has confirmed with the Travel Agent Association of Taiwan and Travel Quality Assurance Association that they will implement a new measure to require basic travel group fees of US$80 per day from mainland China tourists, starting January 1, 2007.

Janice Lai, director general of the Taiwan Tourism Bureau, explains that the basic travel group fee measure is aimed at elevating the quality of the Taiwan tours for tourists from the mainland. The US$80 basic fee includes lodging, food, transport, tips and entrance tickets.

According to Beijing travel agency delegates who had previously gone to Taiwan for an investigation tour, Taiwan did introduce their plan for the basic travel fee as US$80, but the fees do not cover shopping and self-consumption expenses. The US$80 fee secures travelers a 3-star hotel room, and for US$120 they can stay in a 5-star hotel room.
