The Hainan Provincial Development and Reform Department has issued a circular requiring all scenic spots and travel operators within the province to set a maximum price limit to their entry tickets. The circular also sets criteria on the maximum commission to be taken by the travel agencies.

The new standard, which is to be officially implemented in December, requires that the commission given to the travel agencies must be less than 45% of a ticket's value. If the commission is higher than the stated proportion, the manager of the scenic spots should reduce the price of the admission fee.

It also says the entry tickets of all travel destinations approved by the municipal and county level governments should be less than RMB40.
