A representative from China Spring International Jinan said that their average airfare didn't disobey the limits set by the government, so they are planning to appeal for a hearing.<\/p>\n<p>Spring Airlines launched RMB1 flight tickets on their new Shanghai-Jinan route on November 28, and these tickets can be used on flights of this line from November 30 to December 10.<\/p>\n<p>Jinan Municipal Pricing Bureau is the first Chinese department that has enforced the official mandates on airfare discounts.
